In January 2015, Ajay Devgan signed Milan Luthria‘s Baadshaho marking his fourth collaboration with the director after Kachche Dhaage (1999), Chori Chori (2003) and Once Upon a Time in Mumbai (2010). Luthria stated that besides directing he is also co-producing the film along with Bhushan Kumar‘s T-Series and further revealed that the film is a thriller set in the emergency era of the 1970s.
